Le guide de formation est une ressources pour les leaders, le personnel des organisations de la société civile (et réseaux) chargé du plaidoyer, du suivi et de l’évaluation et qui sont impliqués dans la conception, la mise en oeuvre et l’évaluation des projets de plaidoyer à différents niveaux – international, national et sousnational. Les leaders des réseaux de populations clés trouveront ce guide particulièrement pertinent et utile.

Quel est l’objet de ce guide ?

L’objectif central est d’accroitre la capacité des utilisateurs de ce guide à évaluer les progrès et les

résultats de leurs activités de plaidoyer.

Ce guide de formation a pour objectifs :

1. d’aider les utilisateurs à identifier et à confronter les défis auxquels les organisations communautaires font face lors de l’évaluation de leurs activités de plaidoyer dans le domaine du VIH

2. d’introduire de nouveaux concepts utiles à la conception d’évaluations d’activités de plaidoyer

3. de permettre aux utilisateurs de mettre en pratique certains éléments de ces concepts d’évaluation dans leurs contextes spécifiques

4. de démontrer que l’évaluation des initiatives de plaidoyer est un domaine qui évolue et se développe rapidement, avec de nombreuses publications et méthodes disponibles sur l’Internet (un abrégé des ressources est disponible à la fin du guide de formation).

¿Una crisis del Fondo Mundial o una crisis para todos nosotros?

En noviembre de 2011, el Fondo Mundial para Luchar contra el SIDA, la Tuberculosis y la Malaria (el Fondo Mundial) anunció que había cancelado su próxima ronda del programa de financiación y que no habría nuevas subvenciones hasta el 2014. Estas noticias nos llegan cuando hay descubrimientos científicos importantísimos y hay verdaderas señales de avances reales en los países más afectados, que empiezan a generar el mayor optimismo en la historia de la epidemia del SIDA. Ahora, se han dejado a un lado todas las esperanzas de entrar en una nueva fase de la respuesta del VIH, al menos hasta el año 2014, y los avances en muchos frentes tal vez acaben invirtiéndose. Los efectos de esto en los individuos y las comunidades serán devastadores.

Este informe se basa en información recolectada en el terreno en numerosos países en los cuales  pera la International HIV/AIDS Alliance (la Alianza) para explicar por qué las crisis de financiación requiere que se tomen acciones urgentes por parte de los donantes del Fondo Mundial y de todas las demás partes implicadas. Las recomendaciones de la Alianza para responder a la crisis se basan en nuestro análisis de las implicaciones que tendrán los recortes de financiación en las áreas siguientes: el tratamiento del VIH, la prevención del VIH, los cuidados y el apoyo, los servicios para las poblaciones clave en mayor riesgo de infección de VIH, y los esfuerzos para crear un entorno capacitador.

En novembre 2011, le Fonds mondial de lutte contre le sida, la tuberculose et le paludisme (le Fonds mondial) a annoncé l’annulation de sa prochaine série de financement et a précisé qu’aucune nouvelle subvention ne serait financée jusqu’en 2014. Cette nouvelle intervient juste au moment où des découvertes scientifiques majeures et des signes de réels progrès dans les pays les plus touchés commençaient à créer la plus grande vague d’optimisme de l’histoire de l’épidémie du sida. Tous les espoirs d’aborder une nouvelle phase de la réponse au VIH sont maintenant suspendus, et ce, jusqu’en 2014 au moins et les progrès réalisés sur de nombreux fronts risquent d’être anéantis. L’impact sur les personnes et les communautés sera dévastateur.

Ce rapport s’appuie sur des données récemment recueillies sur le terrain dans de nombreux pays dans lesquels l’International HIV/AIDS Alliance propose des activités afin d’expliquer pourquoi la crise de financement nécessite des actions urgentes de la part des donateurs du Fonds mondial et de tous les autres intervenants. Les recommandations de l’Alliance pour faire face à cette crise sont basées sur notre analyse des consequences de l’insuffisance des ressources dans les domaines spécifiques suivants : traitement du VIH, prévention du VIH, prise en charge et soutien, services pour les populations clés les plus à risque face d’infection par le VIH et les efforts pour créer un environnement favorable.

Respecting and promoting a human rights-based approach in any response to HIV is widely recognised as essential to successfully achieving universal access to HIV prevention, treatment, care and support. Still, three decades into the epidemic, the human rights of people living with HIV and those who are particularly vulnerable to HIV (including sex workers, people who use drugs, transgender people, or men who have sex with men) are frequently breached. In addition to the burden faced by the disease, those key populations are affected by human rights violations, such as denial or loss of employment, privacy, freedom from discrimination or freedom of movement.

This briefing analyses how the EU’s human rights commitments are translated in its HIV response at country level. It identifies gaps in the EU’s leadership and proposes measures to guarantee that the human rights of those who are most vulnerable to HIV are respected and promoted through EU engagement at national level.

Alliance Linking Organisation, Colectivo Sol, has launched a virtual exchange network for Mexican organisations working in HIV prevention. It is a space to meet and share proposals for implementation. Read source

This guide is one of a series of good practice guides, and contains information, strategies and resources to help HIV programmers implement family-centred HIV programming for children.

The importance of family in the lives and development of children has long been recognised, as well as the need to strengthen a family’s ability to care for their children. However, the HIV response has so far assembled only limited evidence and guidance for family-centred programming for children.

Historically, programmes working to meet the needs of children affected by HIV have targeted individual children to provide direct support, sometimes bypassing their family. Paediatric treatment and services for children have been delivered separately to those for adults. Care and support for ill people at home has not addressed the needs of children, many of whom are involved in caregiving.

Recent evidence suggests that outcomes for children affected by HIV could be improved by working with families as well as individual children. Our focus needs to shift towards supporting families to care for children, providing services that consider the needs of the whole family rather than only individuals within it.

This family-centred approach builds on relationships within the family to maximise the services delivered to children. Working with families in this way is the basis of a family-centred approach.

What is this guide for?

This guide aims to:

• increase understanding of the benefits of a family-centred approach to providing care and services for children affected by HIV
• show how a family-centred approach can complement and improve the impact of services such as health, education and social welfare provided directly to children
• assist programmers to apply a family-centred approach in programmes providing services to children affected by HIV
• support advocacy for family-centred approaches to programmes that provide care, support and treatment for children affected by HIV.

Following the decision by Michel Kazatchkine to step down from the Global Fund, the Alliance reflects on his recent field visit to Ukraine where he leaves a lasting impression - and looks ahead at the task ahead for Gabriel Jaramillo, the new General Manager who is tasked to accelerate the fight against the three pandemics. A crisis for the Global Fund or a crisis for everyone?

In November 2011, the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) announced that its’ next scheduled funding round was cancelled and that no new grants could be funded until 2014. This news hit just as major scientific breakthroughs and signs of real progress in hard-hit countries were starting to generate the most widespread optimism in the history of the AIDS epidemic. Now, all hopes of entering a new phase of the HIV response are effectively put on hold until at least 2014, and progress on many fronts may actually be reversed. The effects on individuals and communities will be devastating.

This report draws on recently collected field data from numerous countries where the International HIV/AIDS Alliance operates to explain why the funding crisis requires urgent action on the part of Global Fund donors and all other stakeholders. The Alliance’s recommendations for responding to the crisis are based on our analysis of the implications of funding shortfalls in the following specific areas: HIV treatment; HIV prevention; care and support; services for key populations at higher risk of HIV infection; and efforts to create an enabling environment.

The Alliance is warning of an impending HIV/AIDS crisis following its assessment on the impact of the $2 billion shortfall announced by the Global Fund last year. Read source

In September 2011 the Alliance Technical Support Hub for Eastern Europe and Central Asia organised a field visit to Mauritius for a Kenyan delegation of civil society and government representatives to learn about needle exchange and other harm reduction programmes for drug users. Read source
